Whiner is Tutter's relative who appeared in the Bear in the Big Blue House episode "The Tutter Family Reunion", along with other relatives. It is unknown if he's Tutter's Cousin, or another type of relation. Whiner is one of the Tutter Holler Tutters, along with Shouter, Jitter, and Jim.
