"Talkin' Scat" is a Sesame Street song performed by Hoots the Owl, as he leads Gordon and the kids ("all you hip kittens") into a lesson on scat (the vocal improvisation so often associated with jazz). He starts by demonstrating some syllables (repeated by the group), then they add some music, and Hoots solos on the saxophone.
