So far, the only known speaking appearance by Officer Caruthers is in the episode "Fine Feathered Enemies," and frankly it's hard to tell who does the voice. The dialogue can be found, for now anyway, at the end of the episode, in a YouTube clip (YouTube) Though one user insists it's Frank Welker, there's no conclusive evidence. Two users on YouTube guessed that it might be him, but he says exactly two lines ("Hello, Polly," "Heh heh heh, I think Polly and I are gonna get along just fine"), interspersed between what is clearly Welker as the parrot. It's not impossible that they intermingled dialogue like that, but to my experienced ears, it actually sounds much more like Greg Berg than Welker, but either way, it's hard to be really sure from such minimal dialogue. As with all episodic characters on the series, no specific attribution is given, so all we know is it's one of the male regulars. Right now, guessing isn't the way to go. No its definetly Frank because it sounds like Scooby Doo's Fred Jones voice
