Scratch McCollie is the elderly canine art teacher to Eliot Shag on Dog City. Appearing in Episode 208: Old Dogs, New Tricks, Professor McCollie comes to visit his prized pupil, and winds up interfering with his own cartoon work. McCollie's own private eye character, a predecessor to Eliot's Ace Hart, is the black and white hero Sam Spayed.
