Scratch McCollie is the elderly canine art teacher to Eliot Shag on Dog City. Appearing in "Old Dogs, New Tricks," Professor McCollie comes to visit his prized pupil, and winds up interfering with his own cartoon work. McCollie's own private eye character, a predecessor to Eliot's Ace Hart, is the black and white hero Sam Spayed.

The puppet is a refurbished variation of the Wolfhound pattern, with taxidermy eyes.
