Sam Turtle is an unseen resident of Frogtown Hollow in Emmet Otter's Jug-Band Christmas.

Alice Otter mentions that Sam Turtle should have paid Emmet the day before their trip to Waterville for fixing his steps. However, Emmet confesses that he wasn't paid for the work -- mainly because he was the one who broke the steps in the first place.
