Roscoe is Oscar's cousin, who lives in Poughkeepsie. Every year, Oscar goes on a road trip to surprise his cousin on his birthday because his cousin hates surprises. His cousin appeared in Sesame Street episode 4030, surprising Oscar from the back seat of his Sloppy Jalopy as Oscar and Telly Monster were about to go on a road trip to visit him.
