Rocko is an otter seen on Bear in the Big Blue House; he's Pip and Pop's cousin. He looks just like Pip and Pop, except that he's got a wave of white hair. Rocko was seen in the fourth season episode "Rockin' Rocko."

He once had a shy personality, but adopted a "cool" one to fit in. His jokes hurt people's feelings, though, and he learns that it's better to just be himself around others.
