Paul Rugg is a writer, voice actor, and improv performer who puppeteers various roles in Puppet Up!. He also serves as co-creator and director of the Henson webseries Sam Plenty, and plays the show's fictional director Sanso Pontapuntaquenia in audio segments. In the upcoming web series S.U.D.S., he plays the simians' boss. He also appeared as a reporter in the film The Country Bears, which used Creature Shop puppets for the title characters.

A founding member of the ACME Comedy Group, Rugg has written and supplied voices for Animaniacs (as Mr. Director), Pinky and the Brain (Mr. Sultana-Sultana), Histeria (Nostradamus), and Freakazoid (in the title role), as well as Buzz Lightyear of Star Command and Dave the Barbarian. On-camera, Rugg played Manny the Uncanny and Alistair Flyndiggery in interstitial segments on ABC's One Saturday Morning,
