Rosita wants to join the Grouchketeers, but Oscar says that she can't join unless she proves that she's grouchy enough. He gives her a list of requirements. At the top of the list is "No Hugging" -- a difficult task, especially when Gina brings her baby niece Hannah around.
Step two is "Look Like a Grouch", so Telly helps Rosita look ugly and grouchy. Step three is "Act Like a Grouch", and Rosita practices saying "Scram!" to Telly.
After a full day of work, Oscar still says that she isn't grouchy enough. She blows up at him, telling him off -- which impresses Oscar so much that he makes her a Grouchketeer.
