Doug, the barber.

When Baby Bear returns from a visit with his Grandmama Bear, Telly notices that Baby Bear's hair is getting long. Papa Bear wants to bring him to the barber (played by Doug E. Doug), but Baby Bear doesn't want to go. He tries to keep his hands on his head to hide his long hair, but then he can't play catch or eat his porridge. Finally, he admits to Telly and Papa Bear that he's scared that a haircut will hurt.
