SCENE 1
Oscar tells Maria he has a big plan for today. He knows that Telly is bound to ask him to play and a simple "no" just isn't enough. So, he's prepared "the Grouchiest NO on Sesame Street." He blows his broken horn, displays a "NO" banner and shouts the word through his megaphone. Telly happens by, but doesn't ask Oscar to play. Oscar thinks it'll happen eventually and uses the time to improve his "NO."
