Colonel Claghound appeared in the Dog City episode "Much Ado About Mad Dog". A hearty businessman with a Texan accent, the Colonel works on a business deal with Terri Springer, which is soured after he lends his cowboy hat to Artie Springer.

The Colonel is recycled from Lyle the Dog, a longtime background Muppet, and the puppet would appear again in the episode "No Pain, No Brain" as Terri's exercise coach. His name was a reference to an old-time radio character, the blustery Senator Claghorn, now best remembered as the inspiration for Looney Tunes character Foghorn Leghorn.
