Cecil, Percival, and Edgar Bear are the ironically polite bear triplets seen in the direct-to-video Sing-Along, Billy Bunny's Animal Songs.
The video's 1993 press release describe the bears' back story:
In the video, the bears explain to Billy Bunny that they roar when there is something to roar about. They elaborate on each of their individual reasons in a rap song, simply titled "Bear Rap". Edgar explains that he does it when he's through eating, Cecil roars when someone wakes him early, and Percival says he does it for fun.
The puppets were previously used as generic bears in The Muppets Take Manhattan.
