Bud is a young Whatnot boy who appears in the "Flippers" sketch, a parody of the 1960s TV series Flipper and a supposed example of Martin Short's early acting career, in episode 110 of Muppets Tonight.
In the sketch, Bud is summoned by "Marty Short" to decipher what Flippers (played by Kermit the Frog) is trying to tell them. Neither youngster is able to understand Flippers despite the fact that he speaks perfect English.
