Bud

Bud is a young boy who appears in the fake 1963 TV show "Flippers" shown in Muppets Tonight episode 110 as a supposed example of Martin Short's early acting career. In the scene, bud is summoned by "Marty Short"'s character to decipher what Flippers (played by Kermit the Frog) is trying to tell them. Neither of the youngsters are able to understand him despite the fact that Flippers is speaking perfect English.
