Bubbles Martin appeared in several animated segments on "Elmo's World." Serving a similar function as the Lecture Lady, Bubbles performed lively songs relating to the day's topic; showing, for example, different species of penguins, and how fishes move their bodies to travel.

The character's design is reminiscent of Betty Boop.
