No. Fred was a character created for books, and also existed as a plush toy which came with some of them. It was when Henson still could create a new character and call him a Muppet, but he was never a physical puppet in an actual production, and doesn't belong to any of the universes.
Kermit (illustrated) is more like Kermit the Frog's Alternate Ages or even Kermit the Frog Through the Years. It's still Kermit, so not a separate character. Personally I'd put it in Category:Character Variants. It was a sandbox page and just moved to the most obvious category at the time. To discuss that further, I'd suggest starting a thread specifically about that page.
