Artie appears in Wow, You're a Cartoonist! to haggle his wares at Artie's Art Supply. His sales pitch to future cartoonists claims that in order to be a cartoonist, you need to stock up on supplies. As such, his store offers various styles of paper and drawing utensils.

He appears later in the video to offer an art challenge to the kids in Picklepuss and Pop's art class.
